France's Debt Crisis Deepens

France is facing increasing pressure to restore confidence in its public finances after government borrowing costs climbed to their highest level in almost 25 years.
Eurozone finance ministers and the European Central Bank (ECB) have urged the country to adopt a credible budget for 2027, warning that prolonged uncertainty could further unsettle financial markets.
The concerns reflect France's substantial budget deficit, rising debt-servicing costs and difficulties in securing agreement on future spending.

Why France Faces Financial Pressure

French government bond yields have increased sharply as investors reassess the country's financial outlook. By 8 October 2026, the yield on France's benchmark 10-year government bonds had risen by nearly 80 basis points since the beginning of September, approaching 5%.
This marked the highest level since July 2002. Higher bond yields mean the government must offer investors greater returns when borrowing money, increasing the cost of financing public expenditure.
France also acknowledged in September that its 2026 budget deficit would exceed the government's original target of 5% of gross domestic product (GDP).
These developments have intensified concerns about the country's ability to stabilise its finances.

European Officials Demand A Credible Budget

During discussions in Luxembourg on 8 October, eurozone finance ministers emphasised the importance of adopting a reliable financial plan for 2027. European Commissioner Valdis Dombrovskis stressed that countries with substantial debt and deficits must maintain responsible fiscal policies. He explained that a credible budget would improve predictability and help reassure investors.
France has already announced measures intended to control expenditure, but uncertainty remains over whether they can be implemented. Divisions within the French parliament and forthcoming national elections have complicated efforts to establish a consistent financial strategy.

Record Borrowing Plans Raise Concerns

France plans to issue a record €340 billion in government bonds during 2027.
The borrowing will help finance public expenditure and refinance existing debt, including obligations accumulated during the COVID-19 pandemic. However, issuing large amounts of debt while bond yields remain elevated could increase future interest payments.
Higher servicing costs may leave less money available for infrastructure, healthcare, education and other public services. Investors are therefore paying particular attention to whether France can present a realistic plan for reducing its deficit.

Why Central Bank Support Is Unlikely

The European Central Bank has mechanisms designed to address certain types of serious disruption in government bond markets. However, these measures are subject to strict conditions.
France is currently under the EU's excessive deficit procedure because its budget deficit exceeds the bloc's 3% ceiling. Its financial plans also fall short of the agreed EU adjustment requirements. Consequently, European officials indicated that France would not currently qualify for the ECB's relevant bond-purchasing assistance. The responsibility for restoring market confidence therefore rests primarily with the French authorities.

Could Other European Economies Be Affected?

France is the eurozone's second-largest economy, making developments in its bond market particularly important. European officials have expressed concern that prolonged instability could eventually affect confidence elsewhere in the currency union. However, as of the October discussions, they reported no evidence that France's difficulties had spread to other eurozone government bond markets.
Since the euro's introduction in 1999, France has recorded a deficit below the EU's 3% threshold in only six years.
The immediate challenge is to secure an achievable 2027 budget that reassures investors while addressing the country's longer-term debt burden. Rising borrowing costs have made that task increasingly urgent.
